What is the name of the statistics character y with a cone above it ?
If by "cone" you mean the little carat ("^") above it, that's called a "hat" in statistics. So p with a carat is called "pee hat" or y with a carat is called "why hat", etc.
Usually, those represent "point estimators" or "point statistics". Basically, if you were to take a single estimate of a given sample (so for instance, if 40 people out of you 100-person survey were to have blue eyes), it'd be given a "hat" (p-hat, in our example).
As for the y-hat - that's usually the variable we use when we're coming up with a regression line estimation. Instead of using y = mx+b, we use y-hat = b1*x + b0, which again illustrates the fact that our variable (with the "hat") is an estimation. It isn't the EXACT line but it's a close estimate thereof.
